State and county rules for livestock crashes

Beginning November 1, 2026, the State Board of Agriculture sets rules for handling livestock at vehicle crash scenes. The Department of Agriculture, Food, and Forestry gives guidance to county emergency managers. Counties use these rules and guidance to manage animals at crash sites. This improves safety for drivers and care for animals.

Tow trucks must call county emergency

Beginning November 1, 2026, any wrecker or towing service at a crash that involves livestock, once aware of the animals, must immediately call the county emergency management office where the crash happened. The county then helps handle the animals under state rules and guidance. This adds a required step for towing operators during livestock crashes.
