Public list of foreign agent filings

Beginning November 1, 2026, the Secretary of State posts all foreign agent registrations and filings on its website. The office also tells elected officials how to access the list and can set rules to run the program.

Misdemeanor fine for willful violations

Beginning November 1, 2026, willful or knowing violations, false statements, or omissions under this act are misdemeanors. If convicted, you must pay a $500 fine.

New registration rules for foreign agents

Beginning November 1, 2026, anyone paid to lobby or act for a foreign principal must register with the Oklahoma Secretary of State within 15 days. You must pay the filing fee set in Title 18 and list who you represent, the dates, and the work you will do. You must report any changes within 10 business days and file a termination notice within 10 business days after the work ends. The law defines a foreign principal to include foreign governments, high-ranking officials, political parties, and businesses 51% or more foreign-owned or controlled. Diplomats, certain attorneys in purely commercial or legal matters, news outlets, 501(c)(3) charities, people doing religious, school, science, or arts work, and people doing private, nonpolitical trade or commerce are exempt.
