The Oklahoma State University Veterinary Medicine Authority, with the Oklahoma State University College of Veterinary Medicine, must plan a full elk study by November 1, 2026. The study covers private lands in Woodward, Dewey, and Ellis Counties, and the part of Roger Mills County north of Highways 33 and 47. It must measure elk numbers and where they live, check health and genetic diversity, and review current management like hunting, predators, and habitat work. The Authority must turn findings into a management plan and post it on its website.
The act lists July 1, 2026, as its effective date. The emergency clause makes the law take effect upon passage and approval. This lets planning and agency coordination start right away.
The Authority can work with state and federal agencies to carry out the elk study. It may ask them to pause or limit elk hunting while the study is underway. Any pause or limit happens only if the agency that controls hunting rules issues it.
