The law raises the small‑district cutoff to under 550 Average Daily Membership (ADM). In these districts, a person related within the second degree to a district employee may run for the board if the board adopts a policy and the member follows subsection E conflict‑of‑interest rules. A person related within the second degree to a board member may be hired or contracted if ADM is under 550 and a policy allows it. Districts with ADM under 5,000 may still use related substitute teachers and temporary substitute support workers.
The act declares an emergency. It takes effect from and after its passage and approval. The changes start right away, not on a later date.
