Sheriffs can require upfront garnishment fees

Every garnishment counts on its own for fees. The sheriff or another authorized server earns the set fee for each garnishment served. They may require the fee to be paid before they serve the papers. This does not change the fee amount, only how and when it is paid. This law is in effect now.
