Retailers face no local shopping cart rules

Effective upon enactment, Tennessee reserves all shopping cart regulation to the state, excluding county, metropolitan, and city rules. This covers cart purchase, use, taxes, manufacture, ownership, sale, storage, and transport. Local governments and their agencies or officials cannot require businesses to adopt shopping cart policies. They also cannot impose shopping-cart-related fees or fines on businesses. Covered carts include retailer-owned carts, trolleys, baskets, buggies, and similar devices supplied for customers or employees to move merchandise.
