Signs and duties for private megasite roads
Each agreement must attach a map or legal description of each covered road. The owner or operator must install and keep MUTCD-compliant traffic signs and speed limit signs. The owner must post a clear notice at each vehicle entrance that state and local traffic laws are enforced by the named agency. The agreement sets a term and lets either side end it with at least 30 days’ written notice. Signing the agreement does not make the road public. The owner keeps title and maintenance duties.
Police enforce traffic laws on megasite roads
The megasite authority and a local police agency can sign a written agreement. The authority’s board and the city or county governing body must approve it. The agreement can name private roads inside the megasite for enforcement. On those roads, officers can patrol, stop drivers, and issue tickets under state traffic laws. The law treats posted devices as official and the roads as highways for traffic rules. Private security cannot act as police. Other agencies with jurisdiction can also enforce. This law is in effect now.
