New safeguards for relocating homeless people

Effective upon becoming law, Tennessee requires local governments to get the receiving jurisdiction's written consent before moving a homeless person there. The move must use a local government program to reunite the person with their place of origin, with proof of substantial ties. Public money can fund relocation only with verified housing and needed services at the destination, or through that qualifying reunification program. These restrictions do not apply to local law enforcement agencies. A jurisdiction harmed by a violation can sue the responsible local government for damages and a court order stopping the violation.
