Tennessee helps recycling programs find buyers

Beginning July 1, 2026, Tennessee creates a recycling market office within the Department of Environment and Conservation. It uses available money from the solid waste management fund; the law sets no funding amount. The office keeps buyer and recycling-program directories, including buyer requirements, markets, and price ranges. It collects voluntary reports about materials for sale and tracks their amounts, quality, and locations statewide. It runs an interactive information and marketing service and promotes sites to industries that can use available materials. It supports voluntary regional cooperation and works with state agencies and a new recycling market and waste-diversion advisory council. The council advises but does not regulate, and the law does not expand the department’s regulatory, tax, or fee powers.

Recycling business data protected from public disclosure

Beginning July 1, 2026, the law protects private entities’ sensitive information submitted under the recycling office’s program. Information must be proprietary, confidential, or sensitive to competition to receive this protection. The state must keep it confidential, which protects business information but limits access under Tennessee’s public records law.
