Transfer limits protect jail program participants

The law protects Tennessee inmates in local jails who take part in work release or re-entry programs. The Department of Correction cannot transfer them to state facilities simply to move them there. Transfers are allowed only for failure to meet work release or in-house duty requirements, or disciplinary records justifying program removal. This rule overrides conflicting laws and took effect upon becoming law.
