Effective upon becoming law, Tennessee agencies must deny, revoke, refuse, or refuse to renew covered businesses’ state approvals after receiving satisfactory proof. This includes certifications, registrations, licenses, and permits. The rule covers domestic and foreign corporations, limited liability companies, limited liability partnerships, limited partnerships, and nonprofits. It applies when an officer, director, or employee gives material support or resources to a covered group. It also applies when they provide meeting spaces, online platforms, or print forums for that group to seek support or recruit members. Covered groups include State Department-designated foreign terrorist organizations and Treasury-designated specially designated nationals under the cited federal sanctions rules. They also include groups found by a U.S. court to have committed terrorism under Tennessee law. Groups receiving financial or other support from a designated entity are also covered. Material support includes property, money, securities, financial services, lodging, training, specialized advice or assistance, facilities, transportation, and personnel. Medicine and religious materials do not count as material support.
