Beginning July 1, 2025, Utah replaces its opioid proceeds account with a permanent fund for Utah residents. It receives money from designated opioid cases and multistate opioid judgments, settlements, or compromises after related expenses are repaid. The treasurer invests for long-term growth and stability; lawmakers cannot spend principal, the fund's protected base. Other money requires legislative approval and must address alleged opioid-law violations or follow applicable settlement terms. Most Utah Money Management Act rules no longer apply, except Section 51-7-14(2) and (3); management costs can come from earnings.
Effective May 7, 2025, Utah moves its annual liquor-profit transfer deadline from September 1 to September 30. After each fiscal year, the Division of Finance transfers net profits to the General Fund. The amount covers profits since the prior transfer and accounts for cash needed to run liquor operations.
Beginning July 1, 2025, Utah creates the State Treasurer Investment Management Account within the General Fund. It pays only the treasurer's costs of managing state and local government investments. Quarterly deposits use earnings from specified state funds and the Public Treasurers' Investment Fund, leaving less in source funds. Annual deposits cannot exceed the amount lawmakers approve for that fiscal year. Unused balances return to the General Fund and Income Tax Fund in proportion to their shares of deposits.
