New employer rules for in-home disability care

Beginning May 7, 2025, Utah expands which in-home disability services count under its workers’ compensation employer rules. Services unique to the person or family qualify when they help prevent placement in a more restrictive setting. This affects when the person or their representative counts as the care worker’s employer. A business is not that representative solely because it connects the person or family with a care provider. Other roles or facts can still make the business an employer.
