Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Patients get donor information before discharge

Beginning May 6, 2026, health care facilities licensed under the covered part of state law must give each patient donor-registry access information. They must provide it before discharge. Patients do not have to register as donors.

More donor information through state channels

Beginning May 6, 2026, the Division of Wildlife Resources must post donor-registration information and a registry link on its website. The Utah State Tax Commission must include donor information and registry access instructions in each individual income tax instruction booklet. Its website must also provide donor information and a registry link. These separate requirements do not apply when each agency provides the information through the statewide outreach plan in those same places. Tax forms and booklets must also state that state income taxes support education, children, and people with disabilities. Tax returns must include a property-owner statement about a primary residence not qualifying for the residential exemption.

State coordinates life-saving information for residents

Beginning May 6, 2026, the department must bring together state-funded and state-sponsored life-saving programs and create a public outreach plan. The plan must set best practices for sharing information through state websites and publications. Each channel must be widely used by the public and approved by the state agency that controls it. The plan may set promotion schedules, coordinate with governor-declared promotional or commemorative periods, and divide communication costs.
