Families face new school fee waiver limits

Beginning July 1, 2026, Utah local education agencies must limit covered trip fee waivers to two per student each year. Covered trips are school-sponsored travel lasting at least two nights with a participation fee, excluding travel tied to qualifying association-sponsored activities in Utah. For a second-trip waiver, eligible students must meet with the principal or designee and develop a written action plan with the principal. The plan must state the type and length of school or community contributions, fit the student's abilities, circumstances and availability, and protect academic and personal responsibilities. Agencies must also set a dollar cap on total fee waivers; the law sets no dollar amount, so the effect depends on local policy.
