Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

School councils get yearly safety reports

The law takes effect May 6, 2026, and applies starting in the 2026–2027 school year. Utah districts and school administrators must report yearly on steps taken to keep schools safe, including students' online experiences. They must give school community councils the data and information needed for an annual discussion of their duties. Households have no reporting requirement.

School councils lose some safety oversight duties

The law takes effect May 6, 2026, and applies starting in the 2026–2027 school year. Utah school community councils no longer must work with administrators to ensure adequate internet filtering. They also no longer must help develop safety principles or discuss those principles each year. Their safe technology use and digital citizenship duties remain.

School councils loosen parent membership limits

The law takes effect May 6, 2026, and applies starting in the 2026–2027 school year. Utah school community councils no longer need more parents who are not district educators than parents who are district educators. This allows more flexibility but removes that guaranteed balance among parent members. Educators employed at the school still cannot serve as parent members on that school's council.
