Utah residents get electronic government filing
Beginning July 1, 2027, Utah state and local governments must offer an electronic way to submit requested forms, records, or information. This covers state branches, agencies, and independent entities, plus counties, cities, towns, school districts, and special or service districts. Options include completing and signing online, downloading and signing before electronic submission, entering information online, uploading files, or emailing information. The rule applies whether people are following a law, requesting a service, or seeking government action. Exceptions cover electronic filings barred by law or court rules, legally required in-person filings, required fingerprints, incarcerated people, and election materials. Local governments also have an exception for marriage licenses that require the applicant to be present. State government has an exception when it requires an original notarized document. Local governments with annual revenue or spending of $1 million or less are exempt until January 1, 2030. For those small local governments with a non-calendar fiscal year, the exemption lasts until July 1, 2030.
