Local governments must accept forms online

Beginning July 1, 2027, local governments provide an electronic way to send forms, records, and information. You can fill and e-sign online, upload a signed copy, enter info on a website, or email it. This applies whether you are following a legal rule, asking for a service, or asking the local government to act. Exceptions: when a law or court rule bans e-filing, when in-person filing is required by law, when fingerprints are required, for incarcerated people, for marriage licenses if presence is required, and for election materials under Title 20A. Small local governments with $1,000,000 or less in yearly revenue or spending are exempt until January 1, 2030; if they use a non-calendar fiscal year, the exemption lasts until July 1, 2030.
