3 provisions identified: 1 benefits, 2 costs, 0 mixed.
Utah providers cannot give hormonal transgender treatment to minors without a gender dysphoria diagnosis before January 28, 2023. Beginning January 28, 2027, providers also cannot treat minors who were under 16 on the law's actual effective date. That ban also covers minors who had not received cross-sex hormones by the actual effective date. Cross-sex hormones are testosterone or other androgens above levels normally found in people born female, or estrogen compounds above levels normally found in people born male. Violating either ban counts as unprofessional conduct. The default effective date is May 6, 2026. With approval from two-thirds of elected members in each house, the law takes effect earlier upon the governor's approval. Without a signature, that date is the day after the constitutional deadline; after a veto, it is the override date.
The law creates a limited exception to the state's transgender treatment certification requirement. Providers who previously gave a minor hormonal transgender treatment can continue care to help that minor stop treatment before January 28, 2027. Those providers do not need the otherwise-required certification for this care.
The law repeals Utah's required systematic medical evidence review of hormonal transgender treatments. It does not establish a replacement review process or provide new funding. The repeal itself does not directly change who can receive treatment.
