Beginning July 1, 2025, educator stipend costs count toward Utah's minimum one-time spending rule for its education stabilization account. The budget committee must allocate at least the smaller of 10% of total one-time appropriations or the combined costs of three purposes. Those purposes are 32 paid professional hours for teachers, a separate required school distribution, and student-teacher grants. This rule depends on available ongoing appropriations to the account. It sets no guaranteed dollar amount for student-teacher grants.
Beginning July 1, 2025, Utah expands student-teacher grants to students in public or private educator programs, including out-of-state programs. Applicants must be in good standing, seek their first Utah professional-level educator license, and complete full-time student teaching at a Utah public school agency. They must sign a statement of intent to work in Utah and pursue that license. Applicants cannot have received this grant before or funding from another state's student-teaching program. Limits apply to student-teaching pay, with exceptions for substitute teaching and extracurricular work. The law also sets compensation rules involving Workforce Services work-service programs and the Grow Your Own Educator Pipeline Program. Grants depend on legislative funding; the State Board of Education sets amounts and can reduce awards or divide available money proportionally.
