Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Clearer vehicle titles warn buyers

Beginning January 1, 2027, title labels identify fire, flood, hail, gray-market, stolen/recovered, and rebuilt-and-restored vehicles. Fire, flood, and hail brands require an insurer's total-loss finding; flood includes liquid immersion or toxic-fluid contamination. The stolen/recovered brand means a vehicle was reported stolen, recovered, and declared a total loss by an insurer. At initial registration or ownership transfer, Utah must put a salvage vehicle's actual brand on its title when known. Utah must also mark titles “Odometer discrepancy” when the vehicle has an odometer discrepancy.

Imported vehicle owners get compliant labels

Beginning January 1, 2027, vehicles with or qualifying for a gray-market brand can receive a “Compliant Gray Market” label. Gray-market vehicles were made outside the United States, were not intended for U.S. sale, and fail U.S. safety or emissions standards. To get the compliant label, the vehicle must be altered to meet federal and state motor vehicle safety standards. It must also pass the safety inspection required by Utah law.

Restored vehicle titles keep damage warnings

Beginning January 1, 2027, vehicles with or qualifying for fire, flood, or hail brands can receive rebuilt-and-restored title labels. They must be rebuilt or restored enough to be driven safely on a highway. Whenever Utah issues a rebuilt-and-restored label, the title must show “Rebuilt and Restored --” followed by the earlier brand. This records the restored condition while keeping the vehicle's earlier history visible.

Title history checks protect vehicle buyers

Beginning January 1, 2027, Utah checks a national title database when applicants seek a new Utah title. The check is required when applicants have no title or present an out-of-state title. Utah checks the vehicle identification number against the National Motor Vehicle Title Information System. If a reporting jurisdiction identifies salvage, total-loss, or damage history, Utah must follow its branded-title rules.
