A Utah town without a public website on May 1 must post required tax-increase information at its town hall or main business location. This applies in the calendar year when the town proposes the increase. Wherever a website address is required, the town must give that location's physical address instead. The town must also provide the Utah State Tax Commission with required proof of compliance.
Beginning May 6, 2026, fiscal-year taxing entities proposing rates above their certified rates must adopt interim budgets starting July 1. They must present a separate property tax impact schedule at the required public hearings before June 30. It must show estimated revenue, effects on average homes and commercial properties, and budget and operating effects for affected departments. A restricted account must hold at least the extra property tax revenue expected from the increase. The entity cannot spend or commit that amount before adopting its final budget.
The Utah State Tax Commission must deny approval for a proposed property tax rate above the certified rate after finding noncompliance. That finding must occur by September 15 of the year of the required public hearing. The violation must involve a requirement of Section 59-2-924, which governs tax-rate calculations and approval.
For the fiscal year beginning July 1, 2026, missing either requirement in Subsection 59-2-919(4)(a) or (b) alone does not block approval. The Utah State Tax Commission must notify the taxing entity of the failure. It must warn that missing these requirements in later fiscal years prevents approval of the proposed increase. Other failures under Section 59-2-924 still block approval.
Beginning May 6, 2026, certain added property value counts as project-area new growth when related property tax payments end. This applies when that value is no longer provided to listed authorities, agencies, districts, or zones through designated tax payments. Covered areas include home ownership promotion, first home investment, and major sporting event venue zones. This changes certified tax-rate calculations, but the law does not specify whether household tax bills rise or fall.
