Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Clearer clean energy notices for customers

Beginning May 6, 2026, utilities must send clearer notices about community clean energy programs. This applies after commission approval and adoption of the required community ordinance. Customers must receive at least two notices during the 60 days before the opt-out deadline, separate from monthly bills. Notices must prominently explain how to opt out and offer a simple choice, such as a checkbox or signed statement. They must also show projected rates and terms, plus an estimated comparison with existing rates.

Stronger oversight for Utah electricity customers

Beginning May 6, 2026, Utah's Public Service Commission must join regional electricity groups where Utah-serving providers are members or market participants. It must take part in governance, technical meetings, and market proceedings, and obtain operating, market, and reliability data. It may use data-sharing or confidentiality agreements to get that information. It may hire independent experts to check studies and cost allocations affecting Utah power plants or transmission facilities. These oversight powers do not guarantee lower electricity bills.
