More foreign-linked entities face land limits

Beginning May 6, 2026, Utah lowers the ownership threshold for restricted foreign entities from 51% to 25%. This applies when a covered foreign government, military company, or related entity holds that ownership share. More entities fall under Utah’s ban on acquiring or controlling land interests.

Suspected foreign entities face land enforcement

Beginning May 6, 2026, Utah Public Safety must send notice after a county reports a suspected banned land transfer, unless notice interferes with its duties. Suspected entities have 30 days after receipt to show they are not restricted; insufficient evidence or no response triggers enforcement. Public Safety may fine nonresponding entities $500 daily after that deadline, but not on or after the statutory sale date. An entity found in violation must sell its land interest within one year or face a state-run sale. Public Safety must coordinate sale steps with the Utah Attorney General and state facilities division when evidence fails to overcome the presumption.
