For fiscal years starting on or after July 1, 2027, state internal service funds face advance checks before billing other agencies. They must send rate data to the Governor's budget office and legislative fiscal analyst by September 15 of the prior fiscal year. The Legislature must approve budgets, rates, fees, other amounts, and full-time-equivalent staff positions, and review full-time-equivalent contract employees. Approved amounts must appear in an appropriation act, but unlike earlier years, estimated revenue does not need an appropriation. Funds must return charges collected against the law's requirements to the paying agency, not directly to households.
For fiscal years starting on or after July 1, 2027, fee agencies generally must report before charging even existing fees. Fee data goes to the Governor's budget office and legislative fiscal analyst by September 15 of the prior fiscal year. It covers amounts, expected revenue, costs, charge counts, destination funds, fee types, and reasons for subsidies or charges above costs. Grouping requires a demonstrated need, objective rules, and complete, clear data; the Legislature can provide exceptions to the reporting requirement. Beginning May 6, 2026, the Governor no longer approves, changes and approves, or rejects covered fee increases for fiscal years starting before July 1, 2027. Instead, the Governor sends the fee-change list, including any modifications, to the legislative fiscal analyst with budget recommendations.
