New funding rules for inmate health care

Beginning May 6, 2026, Utah's health department pays Medicare rates for inmate outpatient care provided by University of Utah Hospitals and Clinics and the university's physician groups. A new restricted account within the General Fund receives 50% of correctional health savings carried forward; the other 50% goes to the General Fund. The account also receives unspent balances returned from the Division of Correctional Health Services' budget. The health department can deposit carry-forward money without an appropriation, but the division can use account money only for department-approved purposes. The Social Services Appropriations Subcommittee must approve spending or commitments to spend before they occur.
