Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 1 costs, 2 mixed.

Extra $10 marriage license fees

Beginning May 6, 2026, county clerks add $10 to each marriage license while the Children's Legal Defense Account is authorized by state law. The clerk sends that $10 to the Division of Finance for the Children's Legal Defense Account. You may also choose to add $10 to support shelters for victims of domestic violence while the state agency runs those shelters. The clerk must offer a way to opt in, and saying no does not affect your license.

Rules for $20 online marriage fee

Beginning May 6, 2026, counties that run an online marriage application may charge an extra $20. If both applicants certify they completed premarital counseling or education under state law, the $20 does not apply. Each year, the clerk sends the $20 per license to the state treasurer. The first $600,000 goes to the Utah Marriage Commission. Any money above $600,000 goes to the state's General Fund.

Clarifies rules for state-set fees

Beginning May 6, 2026, this section does not cover fees the state sets, even when a county collects them. It clarifies which county-collected fees follow these rules.
