Clearer transfers for Utah college students

Beginning May 6, 2026, Utah’s higher education board must coordinate programs and services among colleges organized into regions. Programs must guarantee transfer credits through matching courses for general education, majors, and minors, making transfers more predictable. Colleges must offer connected programs that build on prior learning. The coordination must include integrated admissions, enrollment, and student services, plus opportunities to share administrative services. These requirements aim to reduce lost credits but provide no direct student payment or guaranteed dollar savings.

Utah colleges must coordinate across regions

Beginning May 6, 2026, Utah’s higher education board must group covered public colleges into geographic regions. Each region must include at least one degree-granting institution and one technical college. The board must report to the Higher Education Appropriations Subcommittee by August 2026. It must define each institution’s mission, program levels, broad fields of study, and special features. Subject to the board’s determination, career and technical education must be part of each institution’s primary role, except the University of Utah. The board must identify ways to share programs and degree specialties across regions, including research opportunities for research institutions. It must consult faculty, staff, and students during planning and implementation. The law provides no new funding.
