New wellness funding for rural elementary schools

Effective July 1, 2026, the law creates the Gold Medal Schools Pilot Program for physical activity and healthy eating. District and charter elementary schools serving kindergarten through sixth grade in Utah’s third- through sixth-class counties are eligible. Implementation starts in the 2027–28 school year, and the program ends July 1, 2031. Schools apply with plans and measurable health goals; the State Board of Education gives priority to schools with the greatest need. Selected schools meeting the board’s physical-education criteria receive equal shares of available funding, used only for program purposes. Funding requires legislative appropriations; the law provides no money itself. Board administration and oversight depend on sufficient federal funding received by Utah’s Department of Health and Human Services. The board can use no more than 6.25% of appropriated program money for administrative costs. Board rules must include alternate criteria for students with physical limitations, evidence-based strategies, health goals, and Gold Medal recognition certificates. Schools can adapt their plans to local needs and partner with community groups, but must submit annual year-end reports. The board tracks overall progress and outcomes and reports to the education or health legislative committees upon request.
