Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Optional water grant consultations for farms

Beginning May 6, 2026, farm water-saving grant applicants with preliminary approval can choose whether to consult before filing. Consultation with the Division of Water Rights helps determine whether a water-rights change application is needed. This consultation is no longer required. The rule ends July 1, 2028.

New funding for state measurement equipment

Beginning May 6, 2026, Utah creates a fund to maintain, repair, and buy equipment for weights-and-measures inspections. It receives inspection fees, legislative funding, and investment earnings. Unspent program revenue goes into the fund at each fiscal year's end. The year-end balance is capped at $1 million, with extra money going to the General Fund. This supports state inspections, not direct household payments.

Farm disaster loans face new limits

Beginning May 6, 2026, Utah limits disaster-relief loans from the Agriculture Resource Development Fund. The ceiling is 10% of the fund's cash balance plus outstanding loans, replacing the limit based on legislative appropriations. Money set aside specifically for disaster relief is exempt. These loans support farming during and immediately after disasters declared by federal, state, or local officials. The rule ends July 1, 2028.

Farm name fees and protections end

Beginning May 6, 2026, Utah ends its agricultural name registration system, including transfers and cancellations. People and businesses no longer pay the system's recording fees. They also lose its registration protections and penalties against another person's use of a registered name.
