Utah coordinates forest and watershed restoration

Beginning May 6, 2026, the law creates the Utah Forest Restoration Institute at Utah State University. It studies forest and watershed health, recommends wildfire protection, and approves restoration funding based on need, benefits, and available money. Utah’s Watershed Restoration Initiative must submit ranked projects, request partnership funding, and coordinate long-term monitoring with the Institute. This includes collecting required data and providing research and learning opportunities for college students and faculty. The Institute must notify the Initiative of approved projects by May 1 each year. For Initiative emergency requests after wildfire, flooding, or another natural disaster, review is due within 72 hours and notice within 96 hours. Approved emergency requests receive funding. Public project websites must track project status and ranking criteria. Annual reports are due July 1 from the Institute and November 1 from the Initiative, covering finances, work, and results.

Utah funds restoration, shifts university money

For July 1, 2026, through June 30, 2027, the law provides $2.55 million from Utah’s Income Tax Fund for the Institute. It also cuts Utah State University Extension’s funding by $650,000, with stated intent to move that ongoing amount to the Institute. Lawmakers state an intent to spend no more than $800,000 on Institute operations and staffing. They also intend at least $1.75 million to fund and study watershed restoration projects; these spending targets are not binding requirements. The law does not change household tax rates or create direct household payments.
