State payroll rules cover technology employees

Beginning May 6, 2026, Utah’s Division of Technology Services is covered by state payroll-service rules. This applies when the division employs someone paid through the central payroll system developed by the Division of Finance. The change extends required payroll services to the division but does not change employee pay or benefits.

Stronger oversight of Utah state finances

Beginning May 6, 2026, Utah’s Department of Government Operations oversees the comprehensive state accounting system and payroll services. The finance director checks whether financial controls are designed, put in place, and working effectively, replacing the duty to audit claims. The director can rely on audits, reviews, or monitoring by agency audit teams. State agencies must get the director’s approval before using an accounting system; without approval, the director can stop development, set conditions, or block use. These changes do not directly change household taxes or benefits.
