Beginning July 1, 2026, Utah districts and charter schools must use state-approved tools whenever they screen students for dyslexia. Approved tools must show that they give valid, reliable results. Beginning July 1, 2027, pilot participants must screen qualifying students once if benchmark scores are below or well below average. Students qualify in kindergarten or first grade, or in second or third grade if untested earlier and showing dyslexia signs. Participating schools must also provide additional kindergarten or first-grade screening when teacher observations or parent concerns indicate dyslexia signs.
The law ends the Dyslexia Screening Pilot Program on July 1, 2030. After that date, the pilot’s screening and intervention rules no longer operate under this program.
Beginning July 1, 2026, Utah creates a four-year dyslexia pilot that districts and charter schools must apply to join. The University of Utah develops a free screener, but participating districts and charter schools must cover other program costs. The law provides $3.5 million once for the budget year July 1, 2026, through June 30, 2027. Funding includes $1.5 million for the screener, $1.7 million for a statewide intervention plan, and $300,000 for intervention services. The state board selects one rural and one urban elementary school for those services; up to 5% of funding can cover administration. The pilot also provides educator training, family resources, annual evaluation, and reports on student progress and outcomes.
