Updated wildfire building rules for homeowners

Beginning January 1, 2027, Utah replaces its 2006 wildfire building code with the 2024 International Wildland-Urban Interface Code. The updated rules cover construction in designated areas and may increase building costs while improving fire protection. Counties and cities must adopt required updated standards within two years. After that deadline, the state may withhold cooperative fire agreement payments until adoption. Utah also removes Section 602 from the code; the available text does not explain that section or its effects.

Wildfire property fees delayed until 2027

The law delays annual high-risk wildfire property fees from January 1, 2026, to January 1, 2027. Counties assess the fee on high-risk property assigned to them for evaluation. Utah's Division of Forestry, Fire, and State Lands sets the amount; the law gives no dollar figure. Counties keep enough to cover implementation costs and send the rest to the Utah Wildfire Fund. Counties can place liens on property for overdue fees.

Counties review wildfire maps before expansion

Utah's forestry division must maintain a public online wildfire risk map focused on risks to homes. Beginning January 1, 2027, designated wildfire-interface areas must meet the category 5 Smoothed Structure Exposure Score threshold unless the division approves otherwise. The division must give counties existing maps and explanations by August 6, 2026. For high-risk boundary expansions adopted on or after May 6, 2026, affected counties receive at least 60 days' advance notice. Counties have 30 days to recommend changes; the division has 30 days to implement them or explain modifications or rejections in writing.
