Drilling and mining applicants fund faster reviews

Beginning May 6, 2026, applicants can request faster review for eligible oil, gas, and mining permits. They must submit a written request and completed application, and pay all review costs. Certified reviewers need an active related license and five years of oil, gas, and mining permitting experience. Disqualifying environmental or fraud convictions, or license suspension or revocation within 10 years, bar certification. Reviewers cannot have served the applicant within three years or have a financial or business interest with the applicant. Reviews must follow division requirements and federal and state law. After the reviewer's preliminary decision, the division conducts a final technical review and approves, denies, or returns the application with listed deficiencies. Applicants can appeal; the board must set rules for eligible permits, reviewer qualifications, review steps, maximum deadlines, and public comments.

Environmental permit applicants pay for faster reviews

Utah's Department of Environmental Quality offers faster review for permits it identifies as eligible by rule. Applicants must submit a written request and completed application, and pay all review costs; the law sets no dollar amount. Certified reviewers need an active related professional license, five years of environmental permitting experience, and criminal-history and license-discipline screening. Reviewers cannot have served the applicant within three years or have a financial or business interest with the applicant. Reviews must follow agency requirements and federal and state law. A reviewer gives a preliminary recommendation, but the department conducts the final technical review and makes the final decision. Applicants can appeal that decision.
