Utah extends purchasing preference for disability programs

Beginning May 6, 2026, Utah extends its purchasing preference for community rehabilitation programs supporting jobs for people with disabilities. The repeal date moves from July 1, 2026, to July 1, 2036. Qualifying programs must operate and provide their goods or services in Utah, with most people served living in Utah. At least 75% of employees working under a contract must have severe disabilities. State purchasing units must use preferred-list contracts when goods or services meet their needs, arrive within a reasonable time, and have reasonably competitive prices. The purchasing requirement stops applying for a fiscal year after the division determines that program contracts have reached $5 million.
