Safety information for international college students

Beginning May 6, 2026, Utah's Board of Higher Education must require colleges and universities to inform international students about transnational repression. Schools must also explain how students can report it to law enforcement.

Higher penalties for foreign-directed crimes

Beginning May 6, 2026, Utah raises certain criminal offenses by one class. A judge or jury must find the foreign link beyond a reasonable doubt. The offender must be an agent of a foreign government or foreign terrorist organization, or act at its direction, request, command, or under its influence. The offender must intend to make someone serve that government or organization, leave the United States, or act against their will. This includes making someone refrain from an act against their will. Class C misdemeanors become class B, class B becomes class A, and class A becomes a third-degree felony. Third-degree felonies become second-degree felonies, and second-degree felonies become first-degree felonies. The law also defines transnational repression as conduct by foreign government or terrorist organization agents targeting someone in the United States. It covers harassment, intimidation, censorship, threats or physical force, digital surveillance or targeting, and threats of punishment, harassment, or retaliation under foreign control. It also covers financial coercion involving property or financial services, abuse of administrative or immigration processes, and selective prosecution or enforcement. Using or directing social media, telecommunications, or similar entities to carry out this conduct is also covered. The conduct must aim to extend foreign influence, control, or preferences over someone's behavior outside that government’s or organization’s area of control.
