Public access to Utah Medicaid spending

Utah must create a public Medicaid plan dashboard by December 31, 2026, with searchable data people can download or print. It must update quarterly and include records from January 1, 2023, through September 30, 2026. Data must cover services, enrollment, claims, emergency room use, members with no claims, and drug spending by active ingredient. Spending details must show provider types, care settings, standard and extra benefits, subcontractors, related companies, and payments directed to facilities. Listed spending categories must identify federal or state funding sources. Plans must send Utah complete copies of their federal Medicaid submissions within 30 days and certify their accuracy and completeness. Utah must post those submissions within 30 days of receipt, plus audited medical spending reports and annual plan performance reports. The annual report is due to legislative committees by November 1. Records are generally public, with limited business confidentiality exceptions; valid confidential information must be removed, and published data cannot identify people. These changes do not directly change household benefits or costs.

Stricter contract rules for Medicaid plans

Beginning May 6, 2026, Utah must require Medicaid managed care contracts to include compliance with this law and its rules. The state can impose sanctions allowed by Utah law for violations. Plans terminated from Medicaid as a state or federal sanction cannot enter a new state Medicaid contract for five years. They must also explain in writing what actions they took to comply with this law.
