Beginning May 6, 2026, Utah’s Air Quality Board cannot adopt rules requiring asbestos inspections or sample tests for qualifying homes. This protection covers properties with four or fewer residential units completed on or after January 1, 1992. For older properties, the Board may adopt testing rules for specified renovation, demolition, or disposal projects involving asbestos-related materials. The law does not itself require those older-home testing rules. Owners of qualifying newer homes may avoid Board-imposed testing costs, but the law does not guarantee that all testing costs end.
