Broader school grants for Utah Native students

Beginning May 6, 2026, Utah expands education grant uses for American Indian and Alaska Native students in districts and charter schools. Grants can cover materials, books, supplies, and local and national conferences, plus stipends, recruitment, retention, and training for teachers in concentrated schools. A concentrated school has at least 29% American Indian and Alaska Native students. At least two-thirds of program funding must go to grant recipients, prioritizing concentrated schools in fourth-, fifth-, or sixth-class counties with significant Native populations. The State Board of Education can use up to 3% for administration; the law specifies no grant amount.

New education plans for Utah Native students

Beginning May 6, 2026, Utah requires a state education plan for American Indian and Alaska Native students. The State Board of Education must adopt it by rule by January 1, 2027. It must use recent data and the best available evidence to identify critical academic needs and specific actions. It must identify programs and resources available as of January 1, 2026, including grants, and prioritize their efficient use. It must address hiring, keeping, and promoting highly qualified teachers, sharing data with tribal education leaders, and ongoing legislative reporting. The board must meaningfully consult stakeholders and tribal leaders under federal education requirements, then present the plan to the Native American Legislative Liaison Committee before adoption. School districts and charter schools must create and carry out local plans that follow the state plan and state education vision and mission. Subject to budget limits, the state superintendent must appoint a liaison to oversee state and local plans. The liaison must report annually on grant recipients, spending results, state plan progress, and recommended legislative action. The committee must meet with education stakeholders at least once each year.
