Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 1 costs, 1 mixed.

Colleges allow concealed carry, limit open carry

Beginning May 6, 2026, adults 21 and older who may legally possess firearms can carry them concealed at colleges without a permit. Open carry of dangerous weapons is barred, even for permit holders, except during a lawful response to an active threat. At nonprivate colleges, intentionally carrying a visible dangerous weapon is a class C misdemeanor. The person must know or reasonably believe they are on or about college premises. This specific misdemeanor excludes private colleges and accidental exposure of a lawfully concealed weapon.

Dorm residents gain firearm roommate choices

Beginning May 6, 2026, the Utah Board of Higher Education can authorize colleges to offer a dorm roommate preference. Residents can request roommates who choose not to keep otherwise lawful firearms in their shared dorm. This option requires the college to adopt a board-authorized policy. Colleges are not required to offer it.

Young adults gain unloaded open carry

Beginning May 6, 2026, people ages 18–20 without a provisional concealed-carry permit can openly carry unloaded firearms in public places. They must be legally allowed to possess firearms. State and federal rules that prohibit firearms at specific locations still apply.

School permit holders face open-carry limits

Beginning May 6, 2026, a concealed-carry permit alone does not allow open carry at public or private elementary and secondary schools. The permit exception allows open carry only during a lawful response to an active threat. Other school-weapon exemptions remain, including armed school security and school-approved activities. School weapons violations are class B misdemeanors for non-firearm weapons and class A misdemeanors for firearms.
