Higher Medicaid payments for plans and providers

Beginning May 6, 2026, Utah must budget Medicaid payment increases when projected ongoing General Fund revenue reaches 102% of current ongoing appropriations. Money first raises applied behavior analysis service rates to substantially match rates for the same or similar services. Remaining money gives Medicaid health plans, behavioral health plans, and each behavior analysis service rate substantially the same annual percentage-point increase. Required state funding is reduced by current-year county contributions for behavioral health plans. These rules are permanent rather than limited to specific fiscal years; the law itself provides no new money.
