4 provisions identified: 0 benefits, 2 costs, 2 mixed.
Beginning January 1, 2027, falsely declaring a trailer as an intrastate commercial trailer is fraud. The person making the false declaration is subject to a $500 civil penalty.
Beginning January 1, 2027, off-highway vehicles qualify for 24-month registration only when registered under Utah Code Section 41-22-3. Owners whose vehicles do not meet that requirement cannot choose this registration term.
Beginning January 1, 2027, owners can register noncommercial trailers for as long as they hold title. Registration costs four times the 12-month tax or fee, with fourfold fee deposits and a nonexpiring decal. Interstate apportioned vehicles do not qualify. The electronic payment fee is also four times the annual amount and can apply regardless of payment method. Unless exempt, owners also pay a statewide fee totaling the next four years of fees, using the applicable age brackets.
Effective January 1, 2027, the law authorizes a one-time $65,900 transfer for fiscal year 2027. Utah's Division of Finance can move the money from the Transportation Investment Fund of 2005 to the General Fund. Fiscal year 2027 runs from July 1, 2026, through June 30, 2027. General Fund spending still requires appropriation approval; this transfer does not directly pay households.
