Workplace protections and policies for legislative staff
Lobbyists must follow the Legislative Management Committee’s workplace discrimination and harassment policies, replacing separate House and Senate policies. People who experience discrimination or harassment by a legislative worker can file complaints under the committee’s policy. The committee also oversees personnel, pay, and training policies for all professional legislative staff. The law does not set pay amounts.
Official Utah laws maintained for public access
The Office of Legislative Research and General Counsel is the official publisher of Utah’s Constitution, Utah Code, and Laws of Utah. It must maintain the Constitution and Code databases and prepare laws for publication. Publication must follow the Uniform Electronic Legal Material Act, supporting public access to official legal materials.
Capitol speech rules include rights and appeals
Beginning May 6, 2026, the Capitol Preservation Board must set reasonable time, place, and manner rules for Capitol Hill speech activities. It must also limit commercial solicitation, but cannot apply these rules in ways that violate Utah constitutional or First Amendment rights, including peaceful assembly. The board must notify applicants of denials and their right to appeal. For speech appeals in the legislative area, its director must immediately notify and consult the Senate president and House speaker. The Legislative Management Committee can set policies for that area; its policies control when they conflict with board rules. The law also provides an alternate effective date after approval by two-thirds of all elected members of each chamber. That date is gubernatorial approval, the day after the constitutional deadline for an unsigned bill, or a veto override.
