Utah officials must review family impacts
Beginning May 6, 2026, Utah officials must consider effects on family health, stability, and formation before certain decisions. Cities and counties must review non-emergency ordinances; school boards must review policies and covered formal actions. State agencies must review proposed rules before filing them. When agencies reasonably expect measurable harm to families, they must consider reasonable alternatives or changes where state and federal law allow. Their rule analysis must state that family effects were considered and, when required, summarize efforts to consider alternatives. Officials do not have to change or reject their decisions. Skipping the local ordinance review does not invalidate an ordinance or create a right to sue the local government.
