Medicaid hospital incentives gain funding and oversight

Beginning May 6, 2026, Utah creates a hospital assessment fund to support Medicaid health plan rates and hospital quality incentives. The fund receives hospital assessments, interest, penalties, donations, and other appropriated money; the law adds no general-fund appropriation. Medicaid accountable care organizations must send hospitals at least 90% of their quality incentive funds. Federal rules cap incentive amounts, and this arrangement ends July 1, 2028. The fund pays up to $200,000 each fiscal year to implement the arrangement, including tracking payments to hospitals. It also pays up to $211,300 each fiscal year for quality strategies and refunds hospital assessments collected by mistake. These changes fund hospital incentives and oversight, not direct household payments or new eligibility rules.
