Employment-based funding for parole and probation
Beginning May 6, 2026, Utah authorizes regional employment incentive payments to support parole and probation services. Corrections may keep up to 15% for administration; at least 85% must improve services in the region receiving the payment. Regional employment rates divide qualifying workers by the total annual parole or felony probation population, measured separately. Workers must hold eligible jobs for at least nine months within one year, with some months in the preceding fiscal year. Eligible work requires at least 130 hours in a 30-day period, verified through paystubs, employment letters, contracts, or other reliable proof. Regions receive neither employment incentive nor end-of-supervision employment payments if their recidivism percentage rises from the prior fiscal year. That percentage counts people convicted of crimes committed on or after they began parole or felony probation.
