Five more years of parents’ legal help

Beginning May 6, 2026, Utah extends its parent representation pilot’s repeal date from December 31, 2026, to December 31, 2031. The pilot adds a parental representation liaison to a parent’s legal team in child welfare cases. Liaisons must have a bachelor’s or graduate degree in social work, sociology, psychology, human services, or a closely related field. Counties can seek commission grants for liaison positions, describing planned uses, other funding sources, and other information the commission requires. The commission reviews program fit, cost, other funding, sustainability, county need, and support for core indigent defense principles. It must report grant totals and effects on child welfare outcomes to the Health and Human Services Interim Committee before October 1, 2026. The law provides no new funding appropriation.

Former child welfare workers face hiring limits

Beginning May 6, 2026, former Utah Division of Child and Family Services employees face a one-year restriction on pilot work. They cannot work for, contract with, or provide paid services to the Interdisciplinary Parental Representation Pilot Program. The restriction lasts one year after their employment with the division ends.
