3 provisions identified: 1 benefits, 1 costs, 1 mixed.
Beginning July 1, 2026, local education agencies must set policies allowing student device use for specific needs. These include an immediate health or safety threat, a school-wide emergency, and access to the SafeUT Crisis Line. Policies must also allow use for an individualized education program (IEP), a Section 504 accommodation, or a medical necessity. Parents must be allowed to request an accommodation for brief device use in a school-designated area during non-instructional time.
Beginning July 1, 2026, Utah students cannot use cellphones, smart watches, or devices that replace or extend cellphone functions during school hours. The limit expands beyond instruction to the full bell-schedule day, including lunch, recess, and class transitions. State law and local school policies provide exceptions. School-provided or required devices are excluded. Wearables without cellphone-like functions are also excluded, including those limited to time, health tracking, location tracking, or notifications without replies.
Beginning July 1, 2026, local education agencies can adopt policies allowing student device use in more school-day situations. They can also extend restrictions outside school hours, including school-supervised activities, or add limits beyond state requirements. Students' access to cellphones, smart watches, and devices with cellphone-like functions depends on the local policies adopted.
