The law provides $7.9658 million for Capitol Preservation Board operations for July 1, 2026, through June 30, 2027. The money funds Board operations, not direct payments to households.
For July 1, 2026, through June 30, 2027, the law funds Utah's legislative offices. It provides $4.7747 million for Senate administration and $7.5983 million for House administration. Legislative Research and General Counsel receives $16.1793 million; the Legislative Fiscal Analyst receives $6.0166 million from the General Fund. The Legislative Auditor General receives $8.6342 million. The law also adds Office of Legislative Services funding: $2.2184 million for administration, $825,200 for pass-through funding, $420,900 for interns, and $6.3385 million for information technology. Its funding schedule lists $9.6347 million from the General Fund and $42,700 in dedicated credits revenue. It also lists $3.9053 million in beginning carryover balances and $3.7797 million in closing carryover balances. Required performance reporting includes targets of 95% server uptime and 100% of committee rooms ready at least one hour before meetings. Other targets are 90% annual employee retention and 95% of vendor invoices paid within four business days after all required documents arrive. This funds legislative work, not direct household payments.
The law adds a net $2.1836 million for Utah's Department of Veterans and Military Affairs in fiscal year 2026. That year runs from July 1, 2025, through June 30, 2026. For July 1, 2026, through June 30, 2027, it provides $5.4697 million for department services. These include administration, cemeteries, the State Approving Agency, outreach, and military affairs. Another $2.3325 million funds the department's pass-through program that year. The department must use ongoing appropriations for a $400,000 grant to Utah Defense Alliance to advance Utah's military interests. After June 30, 2026, specified funds remain available only for listed purposes: up to $1.992 million for Military Installation Sentinel Landscape, $750,000 for one-time cemetery acquisition, and $28,000 for one-time operations. These provisions do not set individual payments or change household eligibility.

This includes $74.9694 million for operations and maintenance, $1.675 million for administration, and $3.0249 million for tuition assistance. A separate $3.7751 million supports the Guard's Morale, Welfare, and Recreation Fund. The Guard can also buy three additional fleet vehicles using existing appropriations, with no new purchase funding. These provisions do not set individual benefit amounts or eligibility rules.
The law provides $49.7427 million for Utah's Veterans Nursing Home Fund for July 1, 2026, through June 30, 2027. It also adds $100 for the fiscal year running July 1, 2025, through June 30, 2026. These appropriations support the fund but do not specify resident eligibility, charges, or individual service amounts.
The law cuts Capitol Preservation Board operations funding by a net $186,000 for fiscal year 2026. That year runs from July 1, 2025, through June 30, 2026. The reduction adjusts balances carried between budget years. It does not establish a household charge or benefit.
The law adds a net $2.9537 million for Utah National Guard operations in fiscal year 2026. That year runs from July 1, 2025, through June 30, 2026. It adds $3.0383 million for tuition assistance and $91,900 for administration. It also cuts $176,500 from the West Traverse Sentinel Landscape program.
