College language courses for advanced students

Beginning July 1, 2026, the Utah Language Bridge Program serves students who passed a world language Advanced Placement exam. The University of Utah must work with all state universities to maintain age-appropriate language courses aligned with a language degree. Courses require qualified instructors and either in-person teaching or live online lessons combined with in-person instruction. Upper-division courses must count toward a foreign-language degree at the institution offering them. If the local university cannot provide a qualified instructor before April 1 each year, the school agency must contract with a state institution outside its service area.

Yearly funding increases for student language courses

Beginning July 1, 2026, Utah lawmakers must increase yearly funding for Utah Language Bridge Program courses, subject to budget limits. The funding supports accelerated foreign-language students. Besides base increases, funding increases must track the percentage rise in the weighted pupil unit, Utah's school funding measure. This law provides no new money and sets no dollar amount for future increases.
